fresh w/o tags, been in storage so it does need cleaned and combed. I would say they’re not new like I just bought them yesterday or anything, but basically they’ve never been worn, so technically they are new. They just don’t look like it because as I said, they’ve been in storage and they need to be combed in some TLC. Please inspect the photos. I tried to do my finest, without a wig stand. 28 inches maybe longer when it gets cleaned and combed. I just did a measurement and 28 inches is what I got, but keep in mind, It hasn’t been combed, so it could be an inch or so longer. It has 3 clips and a strap that snaps in the back. It does have a tag inside soI don’t know what brand it is. I’m also not sure if this has been pre-plucked.
